I think Mary has unwittingly explained the problem.
I certainly do agree that the vehicle owner/driver needs to know what streets will be
plowed when. That is why the city calls snow emergencies. The rules are simple: If
the city gets three inches of snow in a snow fall or an accumulation of three inches
over a few days, it may declare a snow emergency.
If the street is posted as a Night Plow street it will be plowed between 9:00 PM the
day the Snow Emergency is declared and 6:00 AM the next morning. Also plowed during
this time are the posted side of North South Streets that have been posted "Night Plow
Route this side of Street"
All other routes are day plow routes. From 8:00 AM the morning after the snow
emergency is declared until 5:00 PM, or until the street is plowed curb to curb, the
city will plow those east west street AND all the north south streets that were not
plowed the night before.
The fact that someone doesn't leave for work until 8:30 or later should not be an
issue. Yes I know that may mean you have to go outside a bit earlier, especially if
your street is plowed early.
Actually, you do not have the choice of trying to find that four hour period when you
can safely park on your street during a snow emergency. If a snow emergency is
declared, it is your responsibility to have your vehicle off the street the entire
time or until the street is plowed curb to curb.
IMHO, a snow emergency will not be called over night surprising everyone.

I say: No doubt. But knowing the street will be plowed "in the next day or
two" doesn't help me figure out where I need to put my car, for all the
legal places within walking distance will be plowed "in the next day or
two". I have to play the car-shuffle to avoid getting ticketed each snow
emergency.
I don't know what your street and car situation is, but mine is that they
plow east-west one day and north-south another. So when it snows, I have to
move the car from the usual parking spot to a new one on one day, then move
it back before anyone gets irate that I'm in their "usual" spot. I find it
very difficult to accurately predict the 4 hour time block when I need to
have my car out of the usual space, especially because they tend to plow at
7 or 8 am and I don't leave for work usually until 8:30. If it snows
heavily the night before, they'll end up plowing before I've even looked out
the window to see.
Plus you have to consider that not every car parked along the curb can be
started and moved within 5 minutes. Some folks have the luxury of having
all their cars in good working order. Some do not. It'd be nice to have an
upper class suburban home with a spacious garage and driveway so I didn't
have these problems, or all new cars that were super-reliable, but I wasn't
born rich and I'm still working on getting that way.
