Tim, I think this "discussion" is a non-starter. Whomever is interested, is in. To exclude one who doesn't live here, would be the same as saying you are not allowed to talk about the schools unless you have a child in the system or cannot talk about Ayd Mill Road unless you live on the road. Even to suggest it is just silly.

Clearly, residents of Roseville, Falcon Heights, Maplewood, and South St. Paul are affected by what happens in St. Paul. They have an real, but indirect stake in our elections and decision making - more so, than most of us have in the decisions made in our surrounding communities (based upon the size of our city). So, if we're going to discuss the relevance of opinions from outside of St. Paul - I think it important that we NOT focus on one individual, as this is a much broader issue. So, how to we handle the input or views of our close neighbors when we make policy? To what extent should they be included or allowed to participate in policy discussions? And, to what extent should we discount their opinions, because they pay taxes to another municipality? Not sure if this would be a good/healthy discussion, but its something worth thinking about.
