"On July Fourth, under the fireworks at the Taste of Minnesota, during the grand finale, I asked her if she would marry me," Ramsey County Sheriff Bob Fletcher said Monday of his bride-to-be, Kris Reiter. "As I held the ring out, the fireworks were very loud and noisy, so I couldn't hear it but I presume, from the tears in her eyes, she said, 'yes.' " Reiter, 33, ran unsuccessfully for the St. Paul City Council seat of her father, Jim Reiter, who died of a heart attack while seeking re-election in the 5th Ward last year. Reiter and Fletcher, who managed Reiter's campaign, were the subject of intense speculation during the run-up to Election Day. She had formerly served as the sheriff's executive assistant and as policy director for his department. Questions about their relationship intensified after an Oct. 29 candidate forum in which a comment card submitted anonymously by an audience member � and read aloud by the moderator � suggested that the two had a personal relationship.
