Is it too soon to declare the Hiawatha line a success?
Depends on your definition of success. If success is broken crossing arms, and traffic nightmares for those trying to cross the Hiawatha, well then it has been a complete success. To really determine it's success we will have to wait for many years to know for sure.
What are the implications for the Hiawatha line for public transportation between St. Paul and MPLS (if any)?
Well, if the traffic issues with the Hiawatha are any indications then the idea of a route down University Ave is certainly out of the question... can you imagine the traffic at Fair Time at Snelling and University? It's already insane at regular times.
Frankly I do not think that some of the current reports I have heard make movement on one in St Paul less likely.
