Yes but the story in the paper made it sound like this wasn't really a donation. The implication was that the quid pro quo for the so-called donation was the city paying an equivalent amount extra for some 3M owned land. If that's true, than the mayor isn't simply soliciting a donation on behalf of the MAC. He's funneling city money to the MAC through 3M.
