For the record, this is P1 6824452: "loginGUI exits when requested to
handle a locale which isn't installed on the system"
I filed it as P1 since it prevents you from accessing your system, just
because you selected an unusual locale. Very bad.
As I said in the CR, ideally we'll provide localization for all the
desktop locales so this can't happen, but if that's not possible at
minimum we should fall back on C locale (and in that case we need a
better long-term strategy, which I'm working on).
