a couple of possibilities, some drives have a jumper that has to be on
or off (depends on the brand) for the drive to automatically spin up
when power is supplied.  some also have a jumper to delay the spin up,
handy if you have allot of drives and don't want to overload the power
supply spinning them all up at once, but it may make it take longer than
the mac wants to wait, i've also seen some drives that barf badly when
you select delayed startup with an id of 0.  there are also some
utilities out there that will let you change how long the mac waits for
drives to spin up, if the drive is just slow to spin up and isn't set
for a delayed startup this may be what you need.  try the common
shareware sites, i had one but haven't needed it for along time and
forgot what the utility was called.  the time to wait for spinup is
stored in the pram, so if you reset the pram you'd have to reset the
delay.  i think some formatting software may also have that option
available.  in any case, first go to ibm.com and look up the manual for
your particular drive so you can check all the jumpers.
