The fan snaps into the plastic housing down there, and there are pins on the motherboard to supply power to a fan down there. The middle pin is 12V, the two outer pins are ground, in case someone is trying to figure out how to wire a power connector to a bare wired fan. If there is a hard drive in bay 7, then the drive would be between the fan and the front of the case. This may block airflow enough that a fan there isn't a good idea if the drive is installed.
