Based on the material gleaned from the Repair FAQ website Jeff W. so 
kindly passed along (http://www.repairfaq.org) it seems the power 
supply start up circuit which passes a voltage to the flyback module 
is not passing sufficient voltage.  Likely a swap out could be done 
but a proper diagram would be necessary to find the correct circuit. 
And unless one works with this stuff routinely, it is not for the 
feint of heart.  The guy I talked to today wanted a $100 just to look 
inside.  Considering a new 17" CRT can be had for $150, I guess the 
KDS monitor is now officially headed for a recycler.
