that definitely sounds like it's not detecting the sync pulses. check the cable, and swap it if you can. try the monitor on another vid card. it probably is the monitor, but that's the kind of fault that's hard to find unless it's just a bad solder joint or something. i've actually fixed intermittent tv's by reheating 1/2 or more of the solder joints, i knew there was an intermittent, but i couldn't see a bad joint (they sometimes look perfectly normal) and i couldn't isolate it to a small area on the board, just a large area of the board. it takes time, but sometimes it's the way to go, it also gets you to take a closer look at everything.
i've got a power supply that hp scrapped, i turned it over and the joints looked fine, i bumped a cap with my hand and it moved, i was afraid i'd pulled the lead loose inside the cap, i turned the board over and found that the solder joint that looked perfect and looked like it had wet the lead, would actually let the lead slide in and out freely. it looks text book perfect. it's odd, but such things do occasionally occur. i've examined allot of solder joints, and i've got great eyes, but this one fooled me, even with the lead moving it looked perfect! not even a hair's width of apparent space.
