I don't know what to tell you about the whine, the crackle is normal 
though, it is simply one of the capacitors (or its ilk) discharging 
when you disconnect the power.

It almost sounds like a transformer (or capacitor?) is going bad. I'm 
no authority though, I know how to replace them, not troubleshoot them. 
Well, I do know one is bad if it has burn marks and smells like a wet 
dog sat on a flame.
