The XPostFacto app does the job of the startup panel. It is not needed. 
You use XPF to select the installer CDROM, OSX installs, you then boot 
back into OS9 and run XPF again, this time you select restart instead 
of install.

You should really go back and read over the instructions on the XPF 
site. This information is there, if you missed it you may have missed 
something else important; reread it until it is crystal clear, you'll 
be glad you did.
