Although this may be true, a lot of consumer componet systems (Sony ES, 
Pioneer Elite and the higher end of the standard consumer units) have 
pre amps built-in, they are usually disabled though. A fairly decent 
Pioneer turntable (about $99USD, I forgot the model) has a hidden 
switch under the platter to enable the pre-amp, it is off by default. 
More consumer turntables are being made this way because of the 
proliferation of multi-channel reciever/amps that don't have phono 
inputs anymore. It is a selling point to people who don't want to even 
try to find a separate pre-amp.

Do note that high end systems (Carver, Denon, Harmon-Kardon-before they 
started making computer speakers;)) are another beast altogether. Let's 
face it, unfortunantly, most people who have turntables and actually 
give a hoot about the extra few db of S/N have $1000+ systems and 
probably a room to go with it. Everyone else just thinks that records 
make really big, cool coasters that don't say AOL on them.
