It sure sounds like it could be software corruption. Have you reloaded the software for the dual processors? Dual 604e processors is much older technology than a single G3 or G4. I'd be tempted to unplug the second processor and see if you regain use of your system. Try moving your SCSI cable to the secondary SCSI(located below the power pack) and see if it brings your CD and HD back to life. It could also be your transformer gone bad- it supplies 3 different voltages to parts of the computer. What software diagnostics did you run when you did have it working? Disk First Aid? Disk Warrior? Tech Tool 3?
