You can't mix versions. 1.03 is the latest. It runs on FileMaker 5. 1.02 runs on FileMaker 4. The file structure is diferent, so they can't be intermixed. It sounds like you're running v4, either the full package or the runtime, which is finding an ebase 1.02 installation because it can't even see ebase 1.03. You may have downloaded a fresh copy of 1.02, not 1.03, which you would need to run .103 files.
