Hmm... I'm not sure if that can be done easily - have you tried removing
power management support from Windows? (Control Panel->System->Device
Manager->View By Connection->Advanced Power Management
Support->Properties->Disable / remove in the profile) Might work.
Otherwise, I think it just issues the appropriate BIOS calls whenever it
exits. A kludge would be a shortcut to a batch file or COMMAND.COM set to
run in MS-DOS mode, don't warn when entering etc. - same effect, although
when you 'EXIT' it would relaunch Windows. Last resort would be to ask the
BIOS to disable power management, but this would probably chew juice like
crazy.

WIN progname would start Windows and progname, then you can quit progname
and restore the default shell from minimised and exit. It is possible to
make Windows start one application then exit by changing the SHELL.EXE line
in SYSTEM.INI (SHELL.EXE=MSBLOAT.EXE would start MS (r) Bloat (tm), then
quit Windows when Bloat (tm) exits.) Or maybe the line should be
'PROGMAN.EXE=' - it's set to PROGMAN.EXE in Win3x and Explorer.EXE in Win9x
by default.

I think, even after loading DOS card and socket services, the modem will
still refuse to work until the correct drivers for the card are running -
in other words, Windows. Bit like my blasted HP printer...
