No, it doesn't cripple Opera. Opera only needs to see a valid
TCP/IP stack and it's good to go.

I recently helped another friend of mine who changed ISP accounts
to CompuServe. He's running Win98. His CompuServe dialer (which
is an executable) works fine, dialing and logging in to CS. Oddly
when we tried to set up a "dialup networking" shortcut to do the
same thing, it fails (dials up, connects, fails at the password)
even though all the settings are the "same". I wrestled with this
for a couple of hours before concluding there is some "magic" item
hiding the the CS dialer which allows it to log in properly, while
the one I set up fails.
I rather suspect something like this is happening to you, too.
You may not get past this without a call to the ISP.
