If your applications have 16 bit versions, I'd say yes.  I ran win3.1 for a
while before switching.  I switched for the toys and for icq, but I was
able to use my lexmark, to surf just fine, to do mail, process graphics and
write with a good word processor (wp6.1) and it performed  nicely.  I had
troubles when I accidently downloaded 32  bit applications or files with
long file names.  I like w9x better for the chrome, bells and whistles, but
I wouldn't say it performs any better.
win3.11 multitasks just fine, too.
