The same thing happened to us in 1995. On the phone, the nice TELECOM PTT (remember them?) guy told me that they had forgotten to reconnect the leased line.
Now, forgetting to do something is gross negligence (Grobfahrl�ssigkeit), which always entitles you to compensation. TELECOM PTT paid us a nice sum for that - a multiple of the monthly cost of the line. We didn't even need to hire a lawyer. So, get some poor technician to admit gross negligence and you're all set.
