The third is functionally an esplanade (far, far more people walk it than drive it), and it's official name is the Portland Mall. Originally it only had bus lanes on it, but Portland being too cheap to install bus traps and not exactly having the most rigorous enforcement decided to add a third lane about six years ago for through and left turning cars as well to prevent interfering with transit service.
