Mine is non-resizeable as well. But most of the options panes are
fully displayed, and those that do not fit have scroll bars.

Apart from Jack's suggestion to try re-installing TB!, maybe you could 
tweak a windows display setting about font sizes, or maybe there is 
something in the TB! registry entry.
