The X-Mailer is included in the headers by default.

It's a PGP thing so the insertion of the extra '-' is independent of the
mailer used.

TB! will only recognize one sig delimiter and that is "-- ".

Actually the sig delimiter TB! uses is only one type.
Agent will recognise both signature delimiters.
If you use this regex instead of your %quotes macro, you'll not have
to manually trim any PGP signatures and other variations of sig delimiters
will be recognised including '- -- ', '- --', '--'.
