As Marck developed on earlier, it is PGP.

Well, I can understand your argument concerning sigs on mailing lists
but for private mail ... You see, any message signed by PGP will have
this "special" delimiter and so every PGP-signed message you receive
will show this. One of the greatnesses of TB! is its use of regular
expressions to filter such things and perform for instance a signature
cut.
PS: If you are interested in more detailed arguments for signing (and
eventually encrypting) have a look at various PGP sites
(http://www.ipgpp.com/ for starters) or the TBUDL archives. There you
will find some messages on all the points you had in your first mail
(PGP, HTML and so on).
