Now here's a thought. Cost of billing and collection by the ISPs
notwithstanding, this would be taxed. There was an internet hoax a few
years ago saying that the government (of your country of residence)
would start billing for email, like the post offices bill for regular
mail... I guess they might start with half a penny, but increase over
the years; implications abound.

And as for the spammers, maybe it would quiet them down. But then
again, I get spam mail in my physical letterbox, postage paid. More
than half a penny of postage, too.
