I've yet to work in an org where consensus was a requirement
before a decision got made.  But in the better ones, a manager
who constantly issued decisions that had to be repeatedly
revised because of issues that had not been addressed before
making the decision would not last long.

I wouldn't say I "get bent out of shape" if last minute changes
are made (no point, since they will be even if the overall
project schedule isn't changed).  But I work to ensure as best
I can that those changes are based on someone knowing what
the potential consequences will be before the decision is
made rather than after.
