This seems to be some new HR practice that has become popular in the past 10 years or so. I've actually had HR people tell me that it's their practice not to notify candidates who weren't selected even after they've been brought in for interviews. I make it a practice to give candidates my card with both my office and cell numbers on it and to encourage them to call *me* if they don't hear back from HR.
