I think it's unrealistic for applicants to expect a personal reply to resume submissions given the online nature of job applications these days, though an automatic form email that your submission has been received and you'll hear back if there's interest should be simple enough to do. But once you've taken up somebody's time with a phone screen or especially a face-to-face interview, never closing the discussion at all is just rude.
