Josiah already mentioned the Text-Slicer plugin. It can be installed from the 
official plugin library. The most recent updates are only to be found in the 
pre-release version (https://tiddlywiki.com/prerelease 
<https://tiddlywiki.com/prerelease>).

Text-Slicer takes a set of declarative rules for parsing XML/XHTML content into 
individual tiddlers, and there is some highly experimental initial support for 
converting XML/XHTML into wiki text markup.

I’ve been using it for slicing HTML documents and MS Word documents (which are 
XML these days).
