I have no such config on my end and I have no problem.

In fact, my inbound traffic is far higher (factor of 4 or 5) if
I block/kod the abusive clients.  I just seem to mope along at 8 or 10
packets per second no matter once.

The effect I see from blocking abusive clients is identical to when
I'm unlocked and at stratum 16.
