You don't need a server in Botswana or can have only one or two there 
to answer to queries about [0-3].bw.pool.ntp.org, right?

It's not about beeing ashamed if you won't return best possible ntp servers 
to an ntp client in Botswana ( mayvbe it's Zimbabwe? Maybe RPA? ). 
It's about beeing proud you will deliver better than average servers for 
someone in Austria.
