AFAIK pool already grants sub-second precision.
I wanted to say that country zones will perform not worse than global
pool. For those countries which already have more servers it is
already the truth, for those which do not - precision is at least
same ( i.e. not worse than global ) and still may be better than
global.

Fully agree. Those need to buy their own timesources. And join
the pool with their servers ;)
