Propogation delays are constant to less than a millisecond - more than good enough for a NTP server on the big wide internet. The LF (e.g. WWVB and DCF and Loran-derived) propogation delays are even more constant. Having a PPS output good to a microsecond is wonderful, but what good does it do you in getting better time to somebody who is network-wise close, with a 20 millisecond delay and a few milliseconds of jitter?
