The Russian Glonass system is still working, but not fully functional. Putin announced repair should be complete in 2009. The european Galileo system will not be functional for many years (if ever). Official planning is 2012, but that's unlikely. There are technical, financial and political problems. There is one test sat up, but I'm not sure if it has a time signal. The Chinese have some experimental satellites up, for their planned Beidu system. India and Japan have plans, but nothing in the air yet. I've been on search for commercial equipment for Glonass, Galileo and/or Beidu, but it seems there's nothing available.
