I think the biggest rationale for non-GPS time sources these days
because sometimes GPS is very difficult to implement.
Many data centers have no windows or easy roof access. So GPS is a
very difficult option to implement, requiring construction or at least
some expensive electrical work. If a data center requires certified or
high-accuracy time (e.g. a stock trading application), Internet-based
time servers are not a good solution.
Secondly, a great number of computer networks must operate isolated
from the Internet and in some cases even the public telephone network.
Usually, this is because of security reasons, but sometimes it is
because Internet or phone access simply isn't available
geographically.
LF or shortwave radio time like WWVB and DCF77 solve many of these
issues for a good portion of the Earth's surface, assuming you can get
your hands on a receiver that works with your computer and software.
But even then there are reception and geography problems. Is there a
counterpart to WWVB in Africa or central Russia?
