I always make actual handouts of anything that I require of students. I think we're probably in a time of transition with respect to this. If I were expecting to have students work with something during class, I'd certainly think that it's my responsibility to print it out and bring it with me. At the same time, if I were expecting students to simply have seen some materials I'd made up, I'd think that emailing it to them (far enough in advance) would be just fine. I'd like to think that in the not-too-distant future email (or something related) will entirely replace handouts, but at least at my institution we're definitely not at that point now.
There are certainly stragglers (some with reasonably good reasons for not having checked their email), but I think it's in everyone's interest if we push students to think that checking their email regularly is part of attending college. Working with email is a basic work skill now (one that we're learning right along with our students). There are of course the "have-nots" issues that complicate this quite a bit (that is, students who do not have access to computers outside of our computer labs). Their lack of a computer is by no means the only inequity related to education, though.
