I think that is a valid issue.

My thoughts is to perhaps reserve some space in the Feature set for it, but 
not require it yet.

Clients should be internationalised, no doubt. The Rulesets and the servers 
can follow later if it should become an issue.  There is nothing stopping 
people from created translated versions of Minisec, etc. (Or better would be 
to internationalise the rulesets and have the env for the server determine 
what language to use).

Does this sound alright? I know in future we will need to do something, but at 
this stage it seems a bit premature. More useful would be research and 
diplomacy support.
