This is a desired feature, which can be applied to some projects. Pootle users will sometimes be working on the latest versions of the files, but other times they will be working on a stable version of the package (OpenOffice 2.0.3 or 2.0.4), and this should only be updated on request, or systematically when a new stable version has been released or has had a string freeze.
Sincronization is a very expensive operation, as changes might have taken place either in Pootle or in CVS. Each file has to merge the CVS version with the Pootle version (unless there have been no changes in either one), and then copy the result to both Pootle and CVS (probably in different formats). As this has to be done for each file in each language that is in Pootle, it is probably unrealistic to maintain the twice-a-day rhythm, unless the number of commits in each cycle is very low, and the process of checking time-stamps against CVS can be done very fast.
