With the current interface, how much of this can a team-leader or  
project-leader do, without having to bother the admins?

1. Can we update POT files simply by uploading the new POT with the  
same filename?

2. How can we mark some files as needing more work than others? (Team/ 
project ToDo list? Files under %100 are highlighted in some way, or  
listed separately?)

3. What options do we currently have for sending files upstream,  
apart from downloading a single file at a time, then handling it  
manually?

I'm keen to do as much as I can, but I'm unsure what I can actually  
do at this stage.
