Pootle can already update its files from CVS or SVN, although not automatically. This is invoked by a user though the web interface. Since there could be conflicts if people translated a file in Pootle and in CVS, these have to be handled, and this is done during CVS update (and similarly with file upload), with some default decisions on what to do in case of conflict.
