I agree that more detailed reporting like this will be useful. Long ago David started with some code to provide some of these answers (it was called "tracks", but there is nothing functional or close to it, as far as I know). However, for your scenario: you can just upload the file with the default merging method. This way Pootle doesn't just overwrite translations on the server, but uses yours as suggestions to avoid conflict. I realise this might not be exactly what you want either, but it tries to avoid some problems though.
