Why not have both, line and document level links? I can't imagine the benefit of discarding one or the other. It works now between sales and invoices without issues, so why fix what is not broken? If inconsistency is your concern: these links are managed by Tryton itself and are not to be changed by the user. As long as the implementation ensures consistency, there shouldn't be a problem. But if you insist on a exclusive decision between the two concepts, I'd weight document level links over line level links. They are essential for the relationship between our primary documents (opportunities, sales, invoices, ...).
