Yes, but what does 'as-is' mean? They have to in one encoding or
another, and which one they're in is anybody's guess ... :/

They're obviously not converted *to* UTF-8, but probably being
interpreted *as* UTF-8 (and thus as strings containing illegal
UTF-8 bit sequences).

The best solution, which will work perfectly in both the short and
the long term, is of course be to convert *all* translations to
UTF-8.
