True, but I don't want to force it on people.  For many languages,
it's possible to simply enter accented characters right into a text
file using a simple text editor, like Notepad.  I want to allow non-developers
to be able to do this as easily as possible.

Also, I don't have time to try to convert all non-UTF8 stamp translations
to UTF8 before this next release, so I'd rather get it working the way I
had intended. ;^)


Anyway, I think I got it working.  I'm about to run Tux Paint in all
supported languages, and see if I notice anything very bizarre.
