A more complete response from my brother follows. He also said that if
you like, let me know and I'll give him your contact info. He said
he'd be happy to get in contact with the chief engineers of the
affiliates for whatever markets you're in:

the short answer to your question is that the motion enhancer needs to
be turned off, as well as the cinemotion feature. doing these two
things will place the set in 60hz mode.

this situation is bothersome to the 3 engineers i spoke with because
this is a very old problem and should not be happening anymore. for
openers, sony does have a firmware fix for this, but if these are new
tv's they should already have the updated versions in them. sony's
number to address this is 800-222-7669 and their website is
www.sony.com/tvsupport. i am guessing if your friends can't figure out
how to change their modes, they are not going to be able to download
and update firmware...nor should they have to.

all abc/fox stations should have had their encoders retrofitted with
new firmware/operating code to fix this issue over a year ago. the tv
station having issues should be contacted to tell them this problem is
happening. i would suggest contacting the chief engineer directly.
almost every station should have his information on their website.

even though this problem affects my world in no way, i hate to hear
about these things. it is difficult enough for us to get the world to
accept this new technology, whether we wanted it or not, without
having bugs like this exist. from what i understand, engineers from
sony and abc worked 24/7 until this problem was resolved. so hearing
it still exists is troublesome. and if this is happening with new
equipment, i would like to know about it, as well as my colleagues, to
get to the bottom of it asap...before it does begin to affect my/our
world!
