Apport was NOT enabled. "killall -SEGV nano" gave me the dialogue window I was originally expecting and didn't get. It has been so long since I dealt with a suspected bug I didn't realize the bug notification system was no longer part of the original install. Now to wait for the next shut-down of indicator-weather!
