Since John Hagerman's bug is a crash, your bug is almost certainly a different 
one. (You could enable Apport as detailed in 
https://bugs.launchpad.net/weather-indicator/+bug/821832/comments/6 to be sure, 
but both your own observations and 
https://bugs.launchpad.net/weather-indicator/+bug/821832/+attachment/2259732/+files/indicator-weather.log
 indicate that the process is already running when it restarts. A program 
cannot crash if it never stops running.)

Therefore, at least for now (perhaps they will turn out to be related
later, though it seems unlikely), you should use the "This bug
affects..." link near the top of this bug to indicate that you are *not*
affected by it, and if you are willing to do so, you should (after
reading https://help.ubuntu.com/community/ReportingBugs carefully and
searching to see if the bug has already been reported) file your own bug
report. The best way for you to do this is to invoke ubuntu-bug with the
PID of the nonfunctional running indicator-weather process after the
Weather Indicator has disappeared from your panel (while it is still
running and before you have killed it or attempted to restart it). That
should make sense after you read ReportingBugs (if it doesn't now).
