Yes, as per my instructions above, you should use the Apport window that has come up to report a new bug. Please read https://bugs.launchpad.net /weather-indicator/+bug/821832/comments/6 very carefully, as I explained in detail what to do in this situation (starting about the middle of the third paragraph).
If you have multiple identical Apport windows that have come up from separate instances in which indicator-weather has disappeared, then you should not submit multiple bugs (submitting just one will be fine, at least for now--others would just create unnecessary duplicates, like bug 822102). https://help.ubuntu.com/community/ReportingBugs contains some information specific to reporting crashes with Apport, which you may have glossed over when you read it the first time.
