Whilst true in general, that specific feature is found in many consumer
level routers. What I like about linux based DHCP servers is they
remember leases over restarts!

Back on topic - I recently switched my server from XP to Linux, and
while it's certainly gone more smoothly than last time I ran a Linux
box (Suse 7 I think it was, years ago) it's still not quite plug &
play, and I use Solaris & Linux every day at work! Running a headless
version certainly saves a bunch of memory and that's something you
can't do with XP, and in general apt-get is pretty awesome. Until it
doesn't have what you want :( 

Personally I'd say stick with what you know unless you want to go on
the learning exercise (which is fun, if you like that kind of
thing!)...the machine you describe should run SC just fine on XP or
Linux.
