No one would. I wouldn't want it on Windows, but I don't get a choice there. I was referring to supporting plug-in USB external HDDs. You would want such a drive in NTFS so that it could be plugged into anyone's Windows box and be accessible. I have always had to manually install ntfs-3g to get write access to USB HDDs.
