Not sure if this anything to do with the utils !?!? Perhaps
/var/lib/alsa/asound.state needs to be devnulled initially. That's afaik
the only place where the level info gets stored.



Another issue. 

I noticed on my own arch image for the RPI B+ that all kind of internal
audio/I2S drivers are starting 
up by default. 
I blacklisted these manually. Considering the limited resources I'd
usually prefer a "Turn On" policy.
